The Pacific Islands Chiefs of Police Secretariat (PICP-S) are inviting Expressions of Interest from suitable Pacific police representatives who wish to be considered for a secondment for a period of up to six months. The advertised position is for a full-time member(s) of the Pacific Community for Law Enforcement Cooperation (PCLEC) Delivery Coordination Team (DCT). This process will also be used to establish a pool of suitable applicants to fill successive secondments throughout 2024 and 2025.The PCLEC DCT is based in Australian Federal Police (AFP) headquarters, Canberra, Australia. The location of the secondment will primarily consist of a remote working arrangement from the candidate’s home country and unaccompanied periods within Australia. Applicants must have an appropriate workspace to conduct their allocated PCLEC work whilst in their home country. Additionally, there may be opportunities to travel into other Pacific countries if required to progress programs of work. Attached is a sample copy of what the SPO secondment timeline may look like, but please note that this timeline may be subject to change.The successful candidate/s will be provided the details of the particulars of their secondment, which will be discussed and negotiated with both the candidate and their Pacific police organisation (PPO). The final confirmation of the secondment arrangement will be subject to the completion of all clearance requirements.This vacancy is open to all members ranked Inspector or above (or equivalent Commissioned rank) from PICP member countries and who have the ability to work on complex and strategic projects. The AFP and the PICP-S will ensure that the selection process is impartial and transparent and promotes gender diversity as a key priority for the PICP.
Under the direction of the Executive Director of the PICP-S and AFP Pacific Police Development Program-Regional (PPDP-R) Coordinator, the officers will be seconded to the PCLEC DCT in accordance with the role descriptions. SPOs will report directly to the AFP Inspector PCLEC and PCLEC DCT Team Leader. Applicants may submit applications for either the role of PCLEC Operational Engagement Officer or PCLEC Capability Development Officer, or both. The working language in the PCLEC DCT is English, so applicants should take into account if this will be a consideration for them.

Duties and Responsibilities
Under the direction of the PCLEC Team Leader, assist in the management of PCLEC’s operational engagement activities:
• In partnership with PPOs and external providers, coordinate operational engagement activities and requests;
• Assist the PCLEC DCT to assess requests for operational engagement support against PICP priorities for PCLEC delivery and existing resources, and prepare and update work programs for approval, where applicable;
• Actively identify future Pacific major events for which operational support may be needed and develop work plans to ensure that necessary inputs are identified and actioned in a timely manner;
• In line with PCLEC’s Monitoring, Evaluation and Learning (MEL), ensure that operational support activities are MEL compliant and necessary monitoring and evaluation processes are completed and outcomes are reported accordingly;
• In collaboration with PCLEC National Coordinators and the PCLEC Operational Engagement Officer, actively identify Pacific capability and ensure that the Pacific capability database is updated;
• Promote an awareness of PCLEC’s purpose, objectives, and operations across PPOs and PICP law enforcement partners; and
• Support the PCLEC National Coordinator network and the Strategy Performance Reference Group to ensure each group is fulfilling its functions in support of PCLEC operations.

· Assist the PCLEC DCT to assess requests for capability development support against PICP prioritiesfor PCLEC delivery including existing capability and prepare and update workprograms for approval, where applicable;
· Support thework of identified lead capability development providers (both Pacific andexternal) to design and implement PCLEC compliant CDIs;
· In line with PCLEC’s MEL, ensure that CDIs are MEL compliant and necessary monitoring andevaluation processes are completed and outcomes are reported accordingly;
· Incollaboration with PCLEC National Coordinators and the PCLEC OperationalEngagement Officer, actively identify Pacific capability and ensure that the Pacificcapability database is updated;
